Already, larger vans and minibuses can only freely enter London's Low Emissions Zone - virtually the whole of Greater London - if their vehicle meets the Euro 3 standard for particulate matter. Otherwise, there is a £100 daily charge, imposed 24/7, with a nonpayment penalty of £500.
